The Ministry of Economy of Albania announced the launch of a tender for the lease of the so-called “Naval Buildings” in the Palermo area of Himara, with an area of 12,204 sq m, for the development of activities in the tourism sector. The lease specifically concerns the properties with numbers 275, 276, 278, 279, 284 and part of 285/1, in the cadastral zone 3095. The specific properties are located in the surrounding area of the church of Saint Nicholas.
The procedure will be held on February 24, 2026, at 10:00, at the ministry's offices. The monthly rent has been set at 567,564.3 lek, approximately 5,890 euros, while the duration of the contract is 20 years.
The evaluation of the offers will be based on three factors: the quality of the investment plan (40%), the number of jobs to be created (30%) and the amount of the lease offered (30%). The ministry is requesting plans that focus on the modernization and upgrading of existing facilities without expanding the buildings and with respect for the natural environment.




Interested parties must submit a complete file with information on the use of the property, their business plan for the first five years and forecasts for the remaining duration of the contract, as well as the necessary legal and tax documents. Any false information may lead to exclusion from the process.
The announcement comes at a time when Himara appears as an active seaside destination, aiming to utilize public assets for tourism activities, but without including any evaluative judgments about the initiative itself or its effectiveness.
