The Council of Ministers of Albania has approved a decision authorizing the state-owned joint-stock company "KAYO" to produce and trade weapons, ammunition, technological equipment, uniforms and means used for security and defense purposes.

According to the decision, "KAYO" Can develop its activity either directly or through subsidiaries that it will create itself. the activity will include The production and marketing of products adapted to the needs of the albanian territory, as well as the provision of services to the security forces, the competent state agencies and the state-owned enterprises subordinate to them.

The company is required to send a detailed list of the products and services it offers to the competent authorities every six months. At the same time, all state bodies operating in the field of defense and security should first contact "KAYO" for their procurement needs, before proceeding with any public procurement process.

If the company is unable to satisfy the requests within 30 days, the competent authorities will have the right to proceed with the usual public or special procurement procedures. Conversely, if "KAYO" declares that it can meet the demand, immediate negotiation between the two parties is foreseen.

The decision assigns the responsibility for its implementation to the company "KAYO", the ministries and security and defense structures, as well as their dependent bodies. The new regulation enters into force immediately and will be published in the Government Gazette.
