The Albanian government announced the inclusion of Himara in the mountain areas exploitation package

The Albanian government announced the accession of nine new municipalities in the "Mountainous Areas Package", with the competent Minister of Interior stating that the specific areas are now entering the stage of examining applications for investments.

The list also includes Himara, a development that comes at a time when the ownership issue in the region remains open, with many residents appearing cautious, as they have not yet secured title deeds to their properties, so which lands are public and which are private remains unclear.

A total of nine municipalities are included in the same program, including Berat, Vlora, Kavaja, Durrës, Dimal, Mirdita, Librez and Rogozina. These areas have been designated as "priority zones", which marks the start of the process of evaluating applications from interested parties.

The framework of the "Mountainous Areas Package" allows those who have been using public land for more than ten years to apply for its acquisition, provided they submit an investment plan. The process goes through the municipalities and is accompanied by inspections and technical documentation, while an objections stage is also foreseen.

However, this particular regulation raises questions, as it concerns areas with often unclear ownership Status. in several cases, the transfer can even be done for a symbolic price, which intensifies concerns about how the image of land in these areas will be shaped in the coming years.

At the same time, the program is accompanied by significant tax incentives, such as exemptions from VAT, income tax and other charges for a period of up to ten years, as well as priority in subsidies, mainly for investments in agrotourism.

For his part, the competent Albanian minister claimed that the process is progressing rapidly and that it will be extended to other municipalities in the near future. At the same time, he announced the start of work by the committee on the new upcoming administrative division, aiming for a more functional organization of local government.

Despite government announcements, this development in Himara is not being addressed uniformly, as the issue of property remains pending for a large part of the residents, which makes the new framework more a subject of concern than of taken-for-granted acceptance.
