The entire organization was spearheaded by the activist Metropolitan of Gjirokastër Panteleimon, who was in Greece after his expulsion from Northern Epirus.

Also during the occupation, he participated in spy organizations of the National Resistance. In 1943, he became president of the "Central Committee of the Northern Epirus Struggle" (a position he held until his death) and in 1945 of the "Central Committee of Greek Rights".

This particular rally was organized in the context of the Northern Epirus issue and involved a massive demonstration with the participation of 100,000 to 150,000 people. The protesters shouted slogans against the British and Americans, demanding that Northern Epirus not be ceded to Albania.

A year later, on June 21, 1946, Metropolitan Panteleimon participated in a similar gathering in Thessaloniki, speaking. For his actions regarding the Northern Epirus issue, the Synod of the Hierarchy of the Orthodox Autocephalous Church of Albania, controlled by the Albanian government, in July 1945 accused him of treason and at the same time deposed him from the position of Metropolitan of Gjirokaster.

In addition, the albanian authorities also imposed a prison sentence on his brother.
