Albania's AI Minister in court for impersonation

The digital "Minister Diella", recently introduced by Edi Rama as part of the new government image, is now at the center of a legal dispute.

Actress Anila Bisha has filed a lawsuit in the Administrative Court against the Council of Ministers, the National Information Society Agency (AKSHI) and the company Apel. She claims that the image of "Diella" was created based on her own appearance, without her permission for such use.

According to what she says, she had signed a contract with the company Aleat, which was valid until December 31, 2025 and concerned exclusively the use of her image for the virtual assistant of the state platform e-Albania. As she emphasizes, this agreement did not allow the use of her image for other roles, nor for the creation of a public figure presenting himself as a "minister".

The actress is asking the court to immediately order the suspension of the use of this specific digital format until a final decision is issued. The first thing that will be examined is whether this temporary suspension will be granted.

The case has sparked a debate in Albania about where technology ends and image rights begin. Issues such as the protection of facial features, copyright, and the ethics of using digital characters are now at the forefront.
