The Special Court of Albania decided to dismiss the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku, while she was also banned from leaving the country.

The decision was made after the fact that the Belinda Balluku was indicted by the SPAK for his case logaras tunnel, where he is accused of the offense of "violating the equality of participants in public tenders or auctions."

According to the Special Prosecutor's Office, the charges relate to actions of Balluku as head of the Ministry of Infrastructure and Energy, in relation to the procurement process for the "Construction of the Logaras Tunnel", part of the Orikoum - Himara road axis, on the national highway SH8 (Vlora – Saranda).

The contest in question took place on December 11, 2020After its annulment, the procedure was reopened in June 22, 2021, with a maximum budget of 18.9 billion lek.

The Special Prosecutor's office against Corruption and organized Crime Is investigating within the framework of criminal proceedings no. 136/2025 (in conjunction with procedures no. 167 and 181/2024), for The offense of "violation Of the equality of participants in public tenders or auctions", according to article 258 Of the Criminal Code.

In the context of the investigation, today, 31.10.2025, the charge was communicated to the accused Belinda Balluku, who holds the position of Minister of Infrastructure and Energy. She is accused of the offense of "violating the equality of participants in public tenders or auctions", in collaboration, under articles 258/2 and 25 of the Criminal Code.

So far, the facts included in the case file concern actions of the accused, in her capacity as Minister of Infrastructure and Energy, for one of the tender procedures for the project "Construction of the Logaras Tunnel", on the Orikum-Himara axis, section of the SH8 road (Vlora-Saranda). The procedure was conducted on 11.12.2020 and, after its cancellation, it was re-proclaimed in 22.06.2021, with a maximum limit of 18,967,810,952.08 lek excluding VAT.

At 21.10.2025, the Special Prosecutor's Office informed the accused with document no. 37398. The Belinda Balluku notified to 23.10.2025 that he could not appear on the appointed day and time. With a new document, No. 37881 of 24.10.2025, the Prosecutor's office requested her presence today, October 31, at 15:00.
