The Special Prosecution Office against Corruption and Organized Crime of Albania (SPAK) announced today the indictment of the Deputy Prime Minister and Minister of Energy and Infrastructure, Belinda Balluku.
According to SPAK, Balluku is accused of the offense of "Violating the equality of participants in public tenders or auctions."
The minister presented herself at the SPAK offices on Friday afternoon, at 3:00 PM.
The official announcement of the Prosecutor's Office states that the case is part of criminal proceedings numbered 136/2025, which has been merged with proceedings 167 and 181/2024, and concerns violations of public procurement legislation, in accordance with article 258 of the Criminal Code.
In the context of the investigation, on 31 October 2025, Belinda Balluku was officially informed of the charge against her. She is accused of committing the aforementioned criminal act in collaboration with others, pursuant to articles 258/2 and 25 of the Criminal Code.
The case is related to Balluku's actions as Minister of Energy and Infrastructure, regarding the tendering process for the project "Construction of the Logara Tunnel", part of the Orikum-Himara road axis, which is part of the SH8 national road (Vlora-Saranda). The initial tender was held on 11 December 2020, but after its cancellation, it was re-announced on 22 June 2021 with a budget of 18.96 billion lek (excluding VAT).
According to SPAK, on October 21, 2025, the prosecution sent an official notice (proc. no. 37398) to Balluku, who informed on October 23 that she would not be able to appear on the specified date. Then, with a new document (proc. no. 37881, October 24, 2025), the prosecution set a new date for her appearance for today, October 31, at 15:00.
