In early 1992, the people of Himare sent a memorandum to the Albanian authorities, which included the signatures of over a thousand families.
The Himarian memorandum contained three points:
1. The land should be distributed as it was before 1946
2. The recognition of Himara as a Greek community, which was denied to them in 1946
3. The administrative division.
On May 15, 1992, the President of the Albanian Parliament, Peter Arbnori, emphasized: "A few days ago, the people of Himariot, through a memorandum they sent to Parliament, asked for their national identity to be recognized. They are Albanians and have never had Greek origin..."
Omonia's response was immediate. In a comment, it states: "It would be an honor for the President of Parliament and the President of the Republic to grant the people of Himara the right to a referendum based on the free expression and conscience of each citizen to determine their identity."
