At the same time, he set six conditions in order for there to be a substantial improvement in Albania-Greece relations:

1. The Albanian Government should allow the free development and operation of political, educational, cultural and community organizations of the Greek Minority and return all assets of the Greek communities confiscated by the previous communist government, including schools, libraries and spiritual centers.

4. The Albanian Government should stop harassing and arbitrarily dismissing members of the Greek Minority from public services and provide equal opportunities in the central administration to all minorities as well as essential access to state-run media.

5. The Albanian Government should enable families who abandoned their homes in BiH since 1944 to return to them and support claims for the return of their property and their resettlement in the communities they were forced to abandon.

6. The Albanian Government should cease interfering with the right of Albanian citizens to work in any national entity they wish, in accordance with international principles, and institute programs that discourage prejudice and hostility towards Greeks and other minorities.
