I order: "The approval of the establishment of the organization "Democratic Union of the Greek Minority" under the name "OMONIA", its registration in the relevant book as well as the documents in the archive of this ministry", refers to the decision of the Ministry of Justice of Albania, on 20or February 1991. This joyful news excites the Greeks of Tirana who gather at the Ministry of Justice and in an official ceremony the Minister delivers the decision to the delegation of the founding group. On the evening of the same day the Greeks of Fieri welcome the delegation and celebrate the victory.
On the 24thor On February 28, with the presence of representatives from almost all the villages of Dropoli, the biggest celebration took place in Dervitsiani. The entire public road of Dropoli and up to Kakavia, at dawn on the 28thor February, it was filled with large slogans on banners. The description of the joy of this real popular revelry is indescribable.
"The happy day has come to announce the establishment of the Democratic Union of the Greek Minority in Albania of our OMONIA, which has always lived in our spirit and hearts," is noted in the first Omonia press release.
This was the picture in those days of February 1991, when the organization of all Greeks in Albania, Omonia, was legally ratified.
This organization and this joy came as a result of the initiative of a group, children of the National Greek Minority, born and raised in our own area, northern Epirus, who ignored the prevailing terrorism and the dangers. They gathered in the Kefalochori of Dropoli, Dervitsiani, on the 11or January 1991, and they took the great historical and patriotic decision, the establishment of the first organization, the first political body, with the name OMONIA, which would rally around it all the Greeks of Albania, and would undertake tasks and goals with a clear and bold program.
"OMONIA is founded to fulfill a sacred ideal, to strengthen the national and democratic spirit, to defend by democratic means the national identity and rights of the Greek Minority, wherever they may be, which are provided for in the new Albanian Constitution and in the basic international documents on national minorities...

Είμαστε για την άνθιση της ελληνικής μειονότητας και όχι για το μαρασμό της. Θα αντιταχθούμε σε κάθε εθνικιστική πολιτική απ’ οπουδήποτε κι αν προέρθει αυτή.
Respecting everyone's right to migrate. We insist and will strive to strengthen our roots in our homeland. We will not accept in any way national assimilation and any injustice against us.
Optimistic, peaceful, honest and proud of our national traditions, with the certainty that we will overcome the difficult times we are living in, let us look towards a better future." It states, among other things, the first appeal of Omonia: "To the people of the Greek Minority", on February 22, 1991.
"OMONIA" was loved and supported by all the people of the E. E. Minority. In the period that followed, "OMONIA" raised its prestige and reputation through its civilized appearance and democratic forms of demanding its rights and protecting its interests not only in the Albanian but also in the European contexts.
This great enthusiasm, as you emphasize in the Omonia announcement, forced the two prime ministers to declare for Free Communication. With your determination, we now want to make these declarations for free communication in all sectors, in the economic, cultural, educational, scientific, medical, etc.
