Albania is moving towards meeting NATO's 5% of GDP defence spending target. Of this, 3.5% will be allocated to core defence capabilities, while 1.5% will be invested in defence infrastructure, resilience building and projects such as Corridor VIII and the port of Porto Romanos (co-financed by NATO), as well as other projects that improve infrastructure and air assets.

Companies producing military equipment for export must be licensed by the state Export Control Authority (AKSHE) At the Ministry Of Defense. AKSHE oversees the export, import, transfer and intermediary activities of military products and dual-use technologies. Only after licensing is it possible to export.

The development of the military industry benefits the economy by creating new jobs, enhancing technology transfer and integrating Albanian companies into the global defense chain. At the same time, the civil industry and industrial zones such as Rubik, Shkoza, Poliçan and Gramshi are being revitalized, while real estate values are increasing and vocational training is being promoted.

The military industry aims to assemble armored and special vehicles, produce military uniforms and small arms, assemble light weapons and self-propelled guns, develop advanced drones and build new ships at the Pasalimani Shipyard. The industry operates according to NATO standards, enhancing security and exports.
