On the one hand, the state as a partner that transforms the peasant into an entrepreneur. On the other, the state as an intermediary that takes away property from the indigenous people on behalf of the companies. A legal and social analysis of two approaches that produced two completely different realities in the Mediterranean.
When it comes to coastal tourism development, the Mediterranean offers excellent textbooks on how to build a sustainable economy, but also bitter examples of how a nation’s wealth can be alienated. Two models, separated by four decades, offer us a clear picture of what is happening on the Albanian coast today.
In the 1980s, Andreas Papandreou in Greece undertook a reform that empowered the smallholder. Today, Edi Rama’s government in Albania is implementing an approach that strips indigenous communities of their land and destroys natural wealth — an aggression that has sparked a civil resistance, popularly known as the “Flamingo Revolution.”

The Greek model: The landowner as a creator of wealth
Before the 1980s, Greece was suffering from the desertification of its islands and coastal villages. Papandreou understood that tourism could not be a monopoly of economic elites and massive state networks. His approach was radical but simple: the revenue must remain where the beauty comes from.

In stark contrast, the current model on the Ionian and Adriatic coasts operates with a logic of blackmail. The government has created a state apparatus that functions as a means of pressure in favor of consortiums and wealthy oligarchic groups.
At the center of this mechanism is the State Land Service (ASHK). For indigenous families in the Himara region and beyond, obtaining a property certificate has become an endless ordeal. Overlapping properties and decades-long lawsuits are deliberately kept in a legal limbo, financially exhausting the owner.

This alienation is not just a social phenomenon, but a profound violation of the legal architecture of human rights. The mechanism is based on several pillars of legal abuse:

The Resistance and the "Flamingo Revolution"
This aggressive development did not stop only at the private lands of the south, but also spread its tentacles to the common national assets. It was here that the “Flamingo Revolution” was born.
This term symbolizes the real movement of political and environmental resistance. it Began with the strong demonstrations of Albanians against the construction of resorts in protected natural areas, as in the case of The svernets ecosystem and Other lagoons — a natural habitat of flamingos and rare fauna, which is threatened by the government's modification of maps.
This movement shows the conflict between two worldviews: the protection of heritage (whether it is historic private property or common natural wealth) and the “elitistic cementification” that destroys everything to build gated communities for a wealthy minority.
A warning bell
To compare Papandreou's approach to today's Albanian reality is to compare nation-building to clientelistic corporatism. Real tourism is built by ensuring legal security of property, preserving nature, and transforming the community into a shareholder in the beauty of its country.
As long as the property certificate is used as a weapon of blackmail, and laws are manipulated to pave the way for bulldozers to bulldoze the flamingo home or the ancestral property, the “Enclave Tourism” model will continue to suck the life out of Albanian communities. The result will be the exponential enrichment of the oligarchy and the complete, legally protected, dispossession of the majority.
